GUIDELINES OF STATE POLICY FOR PROMOTING THE DEVELOPMENT OF GREEN TOURISM

Abstract

The article updates the issues of the development of green tourism in Ukraine, especially in terms of stimulating the development of small businesses in rural areas, which is important in terms of overcoming their depression, as well as making local economic development more effective. The purpose of the study was to point out the problematic aspects of the functioning and development of green tourism in Ukraine and to justify the system of state policy measures to activate its development and support. It is shown that the development of green tourism can become a tool for intensifying cross-border cooperation of Ukraine, in particular with such neighbors in the Carpathian Region as Poland and Romania. The factors that hinder the development of green tourism in Ukraine have been identified and characterized, and in two aspects: classic ones that were typical for this type of activity before the war, and those that were actualized during full-scale military operations. The directions and means of the state policy of realizing the potential of the development of green tourism in Ukraine are defined and characterized. The system of elements of resource support for the functioning and development of green tourism entities of Ukraine is substantiated. It was concluded that the development of green tourism in Ukraine is an important factor in preserving the intellectual and human resources and overcoming the depression of rural areas, one of the important indicators of the effectiveness of local economic development. However, the parameters of its development are still insufficient and far from meeting the existing potential. Changing the situation and speeding up the development of green tourism require the improvement of state policy in this area, which should focus on the implementation of a set of regulatory instruments in the areas of: 1) improving the financial and resource provision of the population, entrepreneurs - beginners and active business entities; 2) improvement of the business environment in rural and remote areas.
