Abstract. Problem statement. For an effective manager (leader-manager-manager), people as carriers of living labor are the main object of activity, the key task of which is to form the latest vision of their own organization by moti-vating the staff towards a common goal by identifying their own goals and ambitions. In fact, recruitment, posting and personnel management were and remain the leading direction of the work of any organization. Therefore, the dominant moment, which is able to combine all the stages of qualitative reproduction of personnel with the consideration of business administration, as a leading direction in ensuring the growth of the efficiency of the enterprise through the main levers of the current motivational system, is an individual approach to the formation of personnel of enterprises. The need for a combination of efficiency and motivation, knowledge and skills, experience and qualifications of the personnel requires continuous monitoring and development in accordance with the requirements of the time and trends operating in the modern business environment of domestic enterprises. The choice and relevance of the topic of the article.
Formulating the goals of the article. The purpose of the article is to substantiate the ways of attracting staff to en-terprises and institutions through the prism of personnel management as an element of non-economic motivation and business administration of organizations.
Conclusions. The aspects presented in this article prove the relevance and necessity of further exploration in the di-rection of practical implementation of measures for the selection of the state as a strategic focus of the personnel of domestic enterprises, taking into account the principles of business administration, in particular, the organizational deployment of modern institutions and organizations in the conditions. the emergence of a market-oriented, socially oriented economy of Ukraine.
