METHODOLOGICAL APPROACHES TO ESTIMATE COMPETITIVENESS OF THE AGRICULTURAL SECTOR OF UKRAINE ON THE EXTERNAL MARKET

Abstract. The purpose of the study is to develop theoretical, methodological and practical guidelines for the development of methodological approaches to assess the competitiveness of Ukraine's agrarian sector in the foreign market
The article deals with the methodical approaches to assessing the competitiveness of Ukraine's agrarian sector in the foreign market. A comprehensive comparative analysis of the main groups of food products in the foreign market was carried out using the model "food independence - competitiveness". It has been established that the economic content of the threshold of the index of discovered (open) comparative advantages of the industry (RCA) is based on the ability of the industry to fill the domestic and foreign markets of its products more successfully than foreign competitors do.
On the basis of the model of two-criteria analysis of the food market, the method of forming a protectionist policy consisting of several blocks is elaborated and substantiated: the choice of the segment of the food market and the grouping of the products according to the clusters of the model of this analysis; the correlation of the position of product types in the model and the priority groups of market protection methods; determination of current methods of protection and assessment of their level; the choice of market protection measures based on the availability and level of availability of the recommended group methods in accordance with the requirements of the WTO.
In order to ensure the adaptation of the agro-food markets of Ukraine to the conditions of globalization and the WTO it is expedient to implement a set of measures of state support of the domestic agricultural sector. We believe that in order to ensure the effectiveness of future internal support measures, it is necessary to improve the institutional regulation system of the agrarian sector, including improving the relevant legal framework and the activities of the management structures.
