DIRECTIONS OF THE FORMATION OF THE REGIONAL STRATEGIC PLANNING SYSTEM

Abstract. Problem suspension. The purpose of this article is to study the problems of the effectiveness of strategic planning of regional development in modern conditions, for example, in the Ternopil region, and to identify the main aspects and requirements that will ensure the effectiveness of regional strategic planning. In the strategy of social and economic development, the following levels should be present: national, interregional, regional, inland. Research results. The documents of regional strategic planning are designed to interconnect in time and territorially the activities carried out by the regional center, regions in accordance with the sectoral development strategies and socio-economic development strategies (CEDs) of the regional entities. The structure of regional planning in Ukraine can be expressed as follows: the strategy of socio-economic development of the region; territorial planning documents of the region; medium-term and short-term programs of socio-economic development of the region. The key disadvantage of the overwhelming majority of the Strategies is the lack of specificity: the pattern and lack of focus of the strategic objectives, the blurry formulation of operational goals and objectives, the lack or lack of performance of the indicators of success and implementation monitoring plan, the lack of assessment of several development scenarios and the necessary resources for the implementation of the strategy, and the inconsistency of the common vision regional development between the region's administration, business and the public. Conclusions. Creating a system of territorial planning is a complex, long-term task, as well as resources and organizational measures. Implementation of the proposed directions of increasing the effectiveness of strategic territorial planning will lead to a new level of strategic planning in the region, increase investment attractiveness of the region, create conditions for business development.
