STATE REGULATION OF INVESTMENT ATTRACTION IN THE POST-WAR RECONSTRUCTION OF UKRAINE

Abstract

The article is dedicated to the state regulation of attracting investments in Ukraine’s post-war reconstruction. The necessity of attracting both internal and external investments to restore the country’s economy after the war is substantiated. The article outlines the importance of effective state regulation to guarantee the stability of the investment climate and the protection of investor rights. It is emphasized that in the context of significant economic challenges and the urgent need for reconstruction, such regulation becomes crucial. The war has had a significant impact on Ukraine’s investment climate, reducing its attractiveness and increasing risks for investors, which led to a notable decrease in investment volumes. The study analyzes key aspects of investment activities and the role of the state in creating favorable conditions for attracting investments in Ukraine. Various mechanisms of state regulation are discussed, such as improving the legal environment, removing barriers, and ensuring the protection of investors' rights. The role of the state in stimulating investment activity, especially in high-tech and strategic sectors, is highlighted. A special focus is placed on international cooperation and attracting foreign investments, including through initiatives like the "Advantage Ukraine" platform, which aims to showcase Ukraine’s openness to investment opportunities despite the ongoing war. The article identifies and analyzes the risks and challenges that arise in the investment process during the post-war recovery period. It is noted that the state's investment policy is a key instrument for building a positive investment climate, ensuring economic stability, and stimulating growth in critical sectors such as agriculture, technology, infrastructure, and energy. The importance of integrating Ukraine into global economic processes through international financial agreements and partnerships is outlined. The article emphasizes the need for comprehensive and sustainable state regulation that will create a stable and predictable investment climate. It suggests that the state must focus on protecting investor rights, simplifying bureaucratic procedures, and minimizing risks for investors. The integration of Ukraine into global economic processes is viewed as a necessary condition for long-term economic recovery after the war.
